House Republican Leader Tom Cross (R-Oswego), area health care providers and legislators unveiled a plan in March of 2004 that addresses the state's health care availability crisis. At a press conference at Joliet's Silver Cross Hospital, lawmakers and doctors outlined a proposal to curb skyrocketing medical malpractice insurance premiums that have driven many health care providers out of Illinois.

"Health care in Illinois is in critical condition. If we don't act now, malpractice insurance premiums will continue to rise and talented health care providers will continue to flee Illinois limiting our families' choices for qualified physicians," said Cross.

"The doctors shortage is especially critical in the areas of obstetrics and gynecology.
Before long, expectant mothers will be forced to drive across state lines to deliver their babies or to get proper pre-natal or post-natal care," said State Representative Ruth Munson (R-Elgin).
